Can You Crack This British Spy Agency's Soccer Puzzle?

Are you smarter than a UK intelligence agency?
The UK Government Communications Headquarters wants to know.
GCHQ – the centre for "Her Majesty’s Government’s Signal Intelligence activities" – joined Twitter recently, and is attempting to endear itself to its wary populace with a brain-teaser.
It’s soccer-related, so that should help.
To figure it out, you’ll need to put on not only your thinking hat but also your Euro 2016 hat.
The puzzle asks you to fill in the remaining stats of a hypothetical round of the 2016 UEFA European Championship, which goes down next month.
It’s basically sudoku, with a soccer/ spy twist.
